Masters License / Masters Upgrade
Inland or Off-Shore Designation?
The Master Inland License is issued to those with less than 360 days on off-shore waters. This license allows you to operate in bays, rivers, and inland waters.
The Master Near-Coastal License is issued to those with more than 360 days on off-shore waters. This license allows you to operate up to 200 miles offshore.
Masters Licenses are issued in increments of 25, 50, and 100 Gross Tons.

Prerequisites
Upgrade to Masters License
- Current OUPV license
- 19 years old, minimum
- United States Citizen
- 720 days total on any water
- 90 of the 720 days must be within the last three years
Masters License
- Complete the OUPV course
- 19 years old, minimum
- United States Citizen
- 720 days total on any water
- 90 of the 720 days must be within the last three years
- Application
- Physical and Eye Exam (within last 12 months)
- Drug Screening
- Small Vessel Sea Service Form
- Driver's License or photo ID (first day of class)
- Original birth certificate or current U.S. Passport
- Three (3) character references
- Sea Summary form (if you served on more than one vessel)
- Two (2) fingerprint cards (provided first day of class)
- First Aid and CPR certification within the past 12 months
(official certification from the administering organization)
